Windows 10 OEM is a full version of the OS but it’s not supported by Microsoft.  The only difference is that an OEM license is bound to a single PC upon use. This means that the license will only work once on a single device, and you will need to buy another one if you ever need to change your hardware (more specifically, the motherboard). However, the prices of OEM keys are so low that by the time you actually change your laptop, a new version of WIndows is most likely going to appear.
